Could it possibly be that it is actually referring to not changing the procedure with which you are "performing your experiment" until you have mastered the procedure? Rather than it saying you should get x,y, or z for results. Kind of the same idea as, not changing a cookie recipe until you know what all the ingredients will form once put together and really knowing the ins and outs of baking before attempting to alter the procedure?
